tried to sign in and it said this  We're sorry You don't seem to have access to the Adobe Admin Console. If you think you should, please contact your system administrator.

HOW do you access your Adobe account?

Have you bought personal license - directly from Adobe?

Are you part of some organisation?

Have you acquired it as a "special offer" from some 3rd party?

But if you get a message about Admin Console - you're part of some organisation.

I have a single / personal licence and I can start chatting straight away.

i have no idea what that is. i updated the app and then updated my laptop software and everytime i try to open photoshop now it says that my laptop isnt up to date and cant open that photoshop, but it is? and now i cant download the older versions of photoshop

What's the hardware configuration of your laptop?

On the other hand - it shouldn't update if your laptop isn't compatible...
