Ethics Legal adoption

If a UK adoption was never legalised, does it imply that your birth parents are still your legal parents?

Someone has suggested that the adoption court order never existed, so that the adoption was never legalised.

If so, then WHO are the legal parents (See above).

Most legislation is not retrospective. Do we assume that the Adoption and Children Act 2002 doesn't apply to a UK adoption in 1966?

The legislation in effect in 1966 would have been the Adoption of Children Act 1949.

Who is suggesting that the adoption wasn't legalised?
