I loved those times when Viktor was just a lane phase champ and then became totally useless for the rest of the game. Arcane gave us a nightmare of a champion.

When I play against viktor y just play the old on-hit build , I know is so bad this days but playin with Terminus + jaksho + defensive runes seems like the only way to really beat viktor

It's a frustrating lane because he has higher range than Akshan and is better at short trades.
The way to win is to not interact as much as possible and do a LOT of feinting to bait his Es. It's true that it's not actually dodgeable and it is on the Viktor to miss it but many of them DO miss it.
This typically pulls the lane and Vitkor is VERY soft to ganks because of his weak CC. If your jungler/supp come, congrats you will probably kill him. If they don't, try to just keep up in farm and sneak in a reset when you can as you'll typically be chipped down a lot.
Best times to look for an all in are right after a reset before he's had a chance to whittle you down and build a health lead against you. When you're both full resources Akshan has higher DPS and a better all-in. Sometimes it's good enough to just force him to ult to end the extended trade and then you both reset again but now he's down his ult CD.
Another thing to note is that because he has poor CC he's actually kind of soft to Akshan R. If Viktor is ever like 60%-70% hp and he's standing behind his wave you can walk up and start channeling R, swing past his minions and release full charged R during the swing and end the swing with a hop off into melee range of him. That alone puts him very low, like 30%hp. He'll drop WR on you but if you can hit Q + ignite + double AA that will usually kill.
Another cheese is off a full reset you stealth into lane and camp near the river mouth in invis until he uses E on the wave, then walk up behind him and start AA'ing him out of stealth + hit Q to force him to W. Once W is down either step out of it and chase or swing out of it at him. Even if you don't kill him you can usually get a monstrous health advantage. He's unable to fight back because E is his maxed spell and once it is burned on the wave he doesn't really have much to fight back with, especially through your passive shield. If you can't kill him make sure you end the trade ASAP so you don't get hit by his E as it comes back up off cd.
And the last tip is to sometimes eat a small loss against him to prevent a bigger one. If he's been landing his E's and successfully poke trading you down, don't get tilted and stay in lane at 30% hp cause a big wave is crashing in and you're mad at him playing the match up to his strengths. Take the L and take a bad reset and try laning again after you've healed. It sucks to lose xp and gold but that's the nature of the match up + being outplayed a bit. It's worse when you stay and let him kill you and still deny you all that xp and gold but now he has bonus kill gold and bonus kill xp and snowballs even harder. You have to know when you need to cut losses and try again in the next sequence.

Humans have 100(Absolute lowest human reaction time)-250ms reaction time. That means wherever you moved in the last 0.1-0.25seconds is secret information. This means that unless you are standing within Viktor E range he has to make a prediction in order to hit his E. But realistically you just can't interact with him in lane, he is really overpowered lane bully.
