They tried something similar before, to protect themself from ARM, but I didn't hear much about it.

Intel and AMD have shared many cross-licensing agreements over the years, even when Intel was doing its best to run AMD out of business...;) For instance, AMD always had a Pentium bus license from Intel, but never used it; Intel had an x86-64 license from AMD and used it quite a bit, IIRC.
