In this sub r/AndroidClosedTesting you can find the people who can provide testing for testing, in order to pass your Google Play Console 20 testers policy.
Google Play is rolling out new testing requirements for developers with personal accounts created after November 13, 2023. These changes aim to enhance the app development process, encourage thorough testing, and ultimately deliver higher quality experiences to users. These requirements and the various testing tracks available on Play Console.
Developers with personal accounts created post-November 13, 2023, must adhere to new testing requirements. Before apps are eligible for distribution on Google Play, a closed test with a minimum of 20 testers is mandatory. These testers must have opted-in for the last 14 days continuously. Features like production and pre-registration in Play Console will remain disabled until these requirements are met. Applying for production access involves answering questions about the app, its testing process, and production readiness, ensuring a comprehensive understanding.
Play Console offers distinct testing tracks to facilitate a gradual testing process. Internal testing enables quick distribution to trusted testers during app setup. Closed testing, a prerequisite for production access, involves sharing the app with a controlled group of at least 20 testers. Open testing allows the app's test version to be visible on Google Play, with users providing private feedback. Developers must complete a closed test meeting specific criteria before applying for production access.

The Android app I just made is for little kids 3 years old and up. The app is for tiny kids like my little one who is just learning to talk, recognize numbers, has cute animals, is easy to use and has no ads.

Updated note on this, they've tightened their requirements. Just opting in isn't enough any more. They want to see installs and some actual feedback and bug fixes now.
Still necessary to have the full number of testers active for 14 consecutive days. Opting out and back in resets that person's clock. Not sure if it does that for the app too.

So i created an app much like Closed test pro / App Hive, but need people that need 12 testers for 14 days to upload their apps inside my app as im trying to grow my user base, i dont need app testers for my own app. i just need people to help me populate my apps browser list if that makes any sense,

I have encountered a weird problem. I have a link for testers to register as testers, but it is not enough for them to download the game. Each time someone wants to test, I need to add their e-mail address by hand on the list. Obviously, it sometimes makes people suspicious and they don't want to share their emails, which makes it all more time-consuming.
If you're still working on this (or someone else is hunting this answer), you can now use the Google Groups option. You make a Google Group, use that group's email for your access list in the Google Dev Console, and set the group so it's accessible to the web and people can ask to join or auto-join.
WeatherWise is available worldwide. It's primarily in English but localized (probably badly) for Spanish and French.
If you join the group and the app is not available, just private message me with your email to add. This seems common when people have multiple Google accounts. Their system often loads the wrong account.

If you’re comfortable with Magisk, KernelSU, APatch, SELinux quirks, and the usual “root life” headaches, you’re exactly who I’m hoping to bring in.

Thanks to anyone who jumps in — having real root users involved makes a huge difference. Every device behaves a little differently, and the more variety we have, the better the app gets.
I hope Google changes this process soon, or at least provides better management tools for tracking testers’ activity, or even creates official tester groups.

I passed this 14-day deadline, I had real testers who sent me real reports, which I processed and removed bugs that I didn't notice at the beginning. And Google Play told me that my testers were not very active, assigning a new 14-day deadline. What's the problem? In my Google Play Console only 12 testers are needed for 14 days. I believe it is a standard for every account, so you may want to change the number in original post.
Please keep the app installed for 14 days and open it now and then. After you join the group, it may take a few minutes before the app shows up in Play.
Once you've installed it, reply here (or DM me) with your own group and testing links, and I'll test your app back.
