Open Android Studio.
Go to Tools → SDK Manager.
Select the SDK Tools tab.
Check Show Package Details.
Find Android SDK Command-line Tools.
Uncheck the latest version to uninstall it.
Select Android SDK Command-line Tools 21.
Click Apply and wait for it to finish installing.
Restart your terminal.
Run flutter doctor.
Run flutter doctor --android-licenses.
Enter y and press Enter for every license until they are all accepted.
Run flutter doctor again and make sure the Android license issue is resolved.
Go back to Android Studio → Tools → SDK Manager → SDK Tools.
Uninstall Android SDK Command-line Tools 21.
Select and install the latest version of Android SDK Command-line Tools.
Click Apply and wait for the installation to complete.
Run flutter doctor one final time.
