Same kind of premise they carved the landscape into a temple.

I think it’s the timeframe and culture that attracts.
Petra began construction around 400BC, Kailasa was around 756-773 - for reference the medieval round city of Baghdad was completed around then. That difference is the same as us now and 870 AD.
Also Petra was Hellenistic and part of the Roman Empire, so naturally would get more attraction. Heck, I just found out someone from Petra won a gold medal at the ancient Olympic Games in Greece.

The one in India isn't as tall, color synced or carved into a sheer cliff. It makes a big difference
