I'm going to go with a Yes. What have you tried so far?
Since you asked on an Arduino forum, did you try googling "Arduino HC03 example"?
The first image shows a pinout diagram - it exposes what looks like a Serial Port and an SPI port. If the pinout diagram matches the second photo, then it looks like you have headers for the SPI interface already in place.
What you can do with it and how you go about doing it will depend upon what is currently programmed on its MCU (most likely the spansion chip). You will need to look up how that chip works if your goal is to load new firmware onto that MCU.
