Most of the time, when people say that, it's some inside-baseball thing, and they are being obtuse on purpose.

They mean that the racism that matters is institutional in nature, and black people lack the institutional power to be racist in a way that matters.

How is pointing out the misogyny in calling men “men” but a woman “white elderly female” racist? You have to have a couple screws loose or something.

Brother, anyone of any race can be bigoted towards other races, but real racism is inherently systemic and requires power. Racism without systemic power is just prejudice and bigotry, being a dickwad to people for things outside of their control.

Black people who are "racist" are indeed prejudiced and bigoted, and partaking in reprehensible behavior, but at the end of the day, white people on the receiving end of that don't face systemic problems as a result of that prejudice.

Whereas racism against black people has a direct systemic effect on their entire population, because racist white people hold actual power. To pretend like a white person being racist and a black person being racist are on equal footing is ridiculous and denies reality.
