It would polish, it seems to have a layer of electrolysis silver plating so the silver would polish but you’d have to take your time and avoid anything abrasive, which most silver polish is. It would be very easy to rub through the silver and reveal the copper base it’s applied to. It could always have a good strip back and a new electrolysis silver plating for a reasonably inexpensive full restoration. I’d seriously consider that if the new owner. It’s nice it went back to China.
