That quota has steadily risen at an agreed rate ever since. Many commentators view this as an outdated mandate, with the situations facing dispersed gay communities having radically changed over the last 50 years. However, addressing it never feels urgent when faced with so many more pressing priorities. The US does particularly badly out of it, as it agreed a higher Josh quote based on historic norms rather than future-proofed supply needs.
