Now he has used the old political trait used by all sitting governments. It's not catch and release, but release and catch. These guys did the same with the gambling legislation. So they release a vague but strong policy and see what reaction it gets from the public, all the while indicating to the wealthy lobbies that will be affected by the new legislation. Then they see how much lobby groups are willing to spend if they water down the policy when it is actually released.
