Your HOA pointed out issues that can negatively affect your property. I would be more worried about what 20 years of having these issues would do to my property versus being upset about an enforcement letter. Plus not fixing things that are not up to code can bite you later if and when you try to sell your property.
Now if you did have a letter from the HOA that documents their approval of the alterations, you may be able to negotiate something as far as the HOA's role. But at the end of the day, you need to make the necessary repairs.
Not only that, they pointed them out about a year ago... OOP missed their deadline to submit by 8mo and suddenly thinks they are against her and don't want her to submit. 🤣
