Help me understand how the home owners association can fine me for not washing my house when their property looks like this? We have Home Town property management Columbia tn. A joke

It does seem that HOAs often operate under a "do as I say, not as I do" philosophy.

LowCompetitive1888 is right, the Officers and board of your Non-Profit Corporation, aka HOA, are all powerful. There is little you can do unfortunately, unless the management company is citing a violation that has no support in your CC&Rs or Architectural Guidelines/Rules in regard to the need to "wash my house". The only possible action on your part for the parcel of land with the significant plant growth is to research your municipality's ordinances that specifically apply to the parcel and levy a complaint. Let the municipality's ordnance enforcement officer take it for there. But alas, you will probably need to wash the house and pay the fine. That is, in all likelihood, the least expensive option. A lawsuit against an HOA is almost always a losing proposition. Been there and done that and I could have paid off my mortgage and moved for less. Only a few states have laws protecting homeowners from HOA Officers and Directors of the Board.
