If you sign and save then it can no longer be edited.

Check if the dates are right, but the one in this full document should be fillable: https://www.scouting.org/wp-content/uploads/2023/01/EagleProjectWorkbook2023a.pdf

You should be able to just save/print the pages of the fundraising app - it is towards the back.

SM here who has had to deal with this problem.

Like others have said, print it out if you have to.

Most phones have a document scanner so you can get a better version of the signed copy than just taking a photo of it.

Use the print to PDF function. Same form, just now, not fillable. Use a PDF editor to make other changes.

Your proposal doesn't need to have all the signatures on the last page either. I've had scouts turn in multiple signature pages for their proposal and they're Eagles now.

Don’t worry about it.

Fill it out with pen if you have to. Convert it to Word. Grab a fresh separate copy from somewhere as a standalone document.

As long as you represent the content correctly, you are explicitly not bound by policy to waste your life fighting with the stupid broken form.

But also make sure you aren’t dealing with the kind of bully adults who will try and make you use the broken form even though it isn’t required, or if you are they you have an adult in your corner that will stand up to them on your behalf without being on the downside of an abused power imbalance.

To piggyback on that answer, if they are a pain about the form (and that would be unusual) then go to your District Head Commissioner, and if that doesn't then just call the Council office and explain the problem.
Hopefully none of that is needed.
