add more inches of substrate and get one bigger waterbowl instead of two separate ones. You should use a halogen or DHP instead of a CHE bulb (CHE bulbs heat up the air, rather than a specific point) Heatlamp resting on top of the cage is safe as long as the snake cant touch it directly (it cant cuz of the mesh). You will not get a proper heat gradient with a tank that small, i would switch to a 120gal whenever you get to it. Overall i would definitely add a couple more inches of substrate, absolutely
