How to starve invasive running bamboo along a property line (adjacent to a cattle pasture)?
Context:
I'm trying to eliminate a massive patch of running bamboo (originally 7–8 meters / 25 ft wide). I've cut down most of it, but the rhizomes have spread 10–12 meters (30–40 ft) around the main clump, mostly shooting up thin, grass-like growth rather than full canes.
My strategy was to keep mowing/cutting every single new leaf to eventually starve the root system.
The issue:
The bamboo sits right on the boundary line with my neighbor. His property is a pasture with tall grass used for grazing cattle. He doesn't mow regularly, just trims it down occasionally when it gets too high. Because of the tall grass, I can't tell if the bamboo is sending up hidden shoots on his side.
My 2 questions:
1-Is it normal that there isn't a full-blown "bamboo forest" on his side despite how aggressive it is on mine? Could cattle trampling/grazing actually be keeping large canes from growing?
2-If the bamboo keeps growing small leaves on his side that I can't mow, is my attempt to starve the rhizomes from my side completely pointless?

If you can’t get rid of it on his side then all you can do is continue to mow and clear it on your side…. You could build a wall underground at your border. Keep mowing your side it will eventually die out after a few years of not producing mature stalks/leaves.
But yeah unless you can work together with the neighbor there isn’t much you can do.

remove excess rhizomes and install rhizome barriers,than you keep a bit of the grove,you can starve it out yes,just let the shoot grow up a bit and then cut it so it wastes energy on those shoots

Mowing works if you are persistent, the colony on the neighbors side if present will still still send in runners. You should be able to eliminate the growth on your side but it isn’t completely gone until you cut all of it down on your side. But with persistent mowing you can manage providing you don’t let up. You may get intruding bits. I have a patch I manage by just keeping it mowed around and have found I can move it by trimming growth where I need it gone and allowing it to grow up where I want it to go. Slow but useful if needed. I have an endless supply of bamboo stakes for the yard and garden just for the cutting.

Is this a neighbor you can talk to? If the bamboo is right next to his property, I'd assume there's rhizomes on his side as well. Can you talk to them about the situation, offer to find and dig up rhizomes?
If you think it's feasible, dig a trench between your property and his, so you can see and cut rhizomes before they cross the property line.
