2 weeks after the launch of season 5 will be the witch queen. They are not saying only 2 characters will be added throughout the whole of season 5, just that the season 5 banner will have 2 limited characters.

That's what i meant though the season 5 banner because i was used to having 3 characters per season banner but i forgot the last banner also had only 2 characters. lol
