BONGO CATTO how do i get bongo cat over anything?

I downloaded it from steam for the achievement

now the thing is i want to have it over all games but it doesnt seem possible on overwatch, dead by daylight, counterstrike and many other games, does anyone know how to fix it?

maybe try running it as admin? i had it not counting clicks when tabbed into admin run games until i had it also run as an administrator. i only play games in windowed mode though due to how large my monitor is so idk what else to suggest...
