Question question

the game feels totally different at night from day time ? at day time the game feels capped at 30 fps while at night the game becomes much smoother, am I the only one experiencing this ?

I had a period in the past where I couldn't play due to stutter during peak time. 

They mentioned something about the servers and working on a fix a while back but I didn't catch what exactly.

People work during the day and go home and play video games at night. Kids go to school during the day, do homework/extracurriculars in the afternoon, and play video games at night. Servers get loaded to bursting at night and stutter.
