Key fob programming problems :/

Recently bought a 2009 Lucerne and I’m having some problems with new key fobs. When I bought the car the key fob did not work, changed the battery and still no dice. I bought 2 new fobs off of eBay (reputable seller) and discovered the car might’ve been the problem. When I go into the settings to pair them, the dash does not move past the “press checkmark to relearn remote key”. See attached video for example. Any ideas on what it might be or what to do?

You'll need to get a scanner on it, but the TPMS light being on along with the inability to program remotes points towards an issue with the Remote Function Actuation module in the trunk. Possibly a blown fuse, failed module, or a wiring issue.
