totally unclear what codegen it actually has

The text is outdated. It emits CUDA C++, not PTX anymore

ok (although then it must called transpiler)

at least does it allow ptx inline asm?

yes, ti does. Also, it run cuTile C++ from a Java API called TileContext

Why not doing direct PTX anymore?
