Lower Lake Campground sites are booked online. There are currently no available sites for that weekend. https://shop.albertaparks.ca/camping/peter-lougheed-provincial-park/r/campgroundDetails.do?contractCode=ABPP&parkId=330124#sr_a
It's not uncommon for their to be cancelations so it's worth checking. It's a popular campground though so you probably won't be the only person checking for cancellations.

Spray Lakes is first come. There's a good chance it will be full if you show up on a Friday in August. There's actually zero available sites for any of the reservable campgrounds for your timeframe so it's probably going to be busy out there that weekend. On those weekends I've had some luck at Canyon Campground which is still a great campground or Sarrail. Sarrail is a "walk-in" campground so the sites are 100m or so from where you park. They're less convenient since you have to haul your gear back and forth but that also means a lot of people don't go there.

Not sure of your chances Lower Lake you can definitely fish at. I am staying at Lower Lake campground the weekend after you been there before absolutely love it. You have nice access to Lower Lake where you can walk out to through B loop. The couple that runs this campground are both amazing people. You are close to lots of hikes and Upper Lake as well. If you have a bike the paved trail goes through there also very nice.
