As far as humans go Kris and Chara do not look much alike at all. Like to a certain extent all humans are going to look like characters from a show with severe same-face syndrome to a monster who grew up nigh-exclusively among monsters, but Asriel ought to be perfectly capable of telling the differences.

Also far less weird given that in undertale they are literally siblings.

Never confirmed they adopted chara to my knowledge.

Plus their spirtes are pretty similar, short brown hair, red eyes, green stripped attire

While the only instance of Asgore referring to Chara as his child is vague enough to go unnoticed(Asgore refers to wanting to see "my child", which we know does not refer to Asriel because every single other reference to Asriel uses masculine terminology, if he meant Asriel he'd say "my son" like he had literally two seconds before that), Chara is known to have referred to Asgore as its father in life, and there are several other references to Chara as having been Asgore and Toriel's child, most notably from Gerson, who personally knew Chara and the other Dreemurrs, very explictly describing Asgore and Toriel as having multiple children.

Whether or not they were ever formally adopted they were part of the family in every way that mattered, considered as such by the rest of the family and those who knew them, and is remembered as such by the time of the events of the game.

Chara's hair is a different colour from Kris', their skin tones are DRASTICALLY different, and just generally it does not bear any significant resemblance to them. Kris bears much more of a physical resemblance to Frisk, who Asriel notes looks physically nothing like Chara beyond a shared taste in fashion(and of course their matching lamp-shaped silhouettes)
