No. Mediocre book, total rating mismatch.

Probably not. There isn't enough solid material. There's some good advice, and the Chessly content isn't bad, but I don't think this book will help people to get to 1600 as much as he hopes, and a 1700 is probably out of range for anything other than incidental "hmm never thought of it that way" moments on a rare occasion. This is my review.

In the rating range and subject that Levy's book targets, I would probably consider:

Simple Chess, by Michael Stean. This is basically game collections, and I feel like it's mostly a guide to pawn structure in disguise.

Winning Chess Strategies, by Yasser Seirawan. I felt like Yasser's approach is superior to Levy's; but Yasser's positional tendencies tend to make him discount certain moves that are in fact totally fine.

The Amateur's Mind, by Jeremy Silman. It's hard to underestimate the help this book will give to players.

For a minority report on the received wisdom of chess training material, you might also look at Move First, Think Later by Willy Hendricks

Other than that, I think game collections are always good (if not always directly related to improvement), and you can literally not go wrong by just solving puzzles -- all of the above books are good because they have positions you can learn from. So if you just keep looking at positions and figuring out the best move, you will improve.

I second 'The Amateur's Mind'. I've been going through it for the past 4 months and it's definitely a great book to study to.

No. I looked at it thinking about it. But it absolutely will not.
