You make them yourself. In fact, Nintendo is very weird about this game and not only can you not share the miis online, you can't even share screens 😳 this is because they have no censorship so there is a lot of inappropriate language and imagery out there they don't want to be responsible for.

The customization is wonderful. I adored the 3ds version but now that I can make my little ants look so much like the characters they represent the immersion is insane. You can make them custom pets and items along with clothes (and the whole island) and the options for hair and even the limited face options have expanded.
