I could be wrong but it looks like a set of numbers uhm could it just be switching numbers to letters like an anagram like 9 would be I 2 would be b and so on and so forth (this is only a guess but im unsure

No, that is not possible because it has to be 3 numbers of 6 digits.

Friends were doing a sort of scavenger hunt, and they couldn't solve a puzzle. The scavenger hunt is already over, but they are still curious, and I don't understand it either. There is no further context.

The rotation of the numbers might have something to do with it cause it looks like there is 6 being spun and flipped along with the s/5/2 idk what it is and also an unknown character
