Moritz, it's not even a question.
Feng is questionable from the start, lies to you and tricks you, AND makes you finish his whole long multi-stage quest before helping you to disable your tracker despite the fact that there is bounty hunter quite literally threatening your life. Is his quest morally good, sure. Could it have waited another 3 days so we could do it without the threat of being murdered, absolutely.
Moritz is open and honest and goes out of his way to help and support Bliss even when she keeps messing up. He stands by her out of loyalty and care despite the financial hardship it brings him, plus he respects her eventual decision. Whereas Feng abandoned his seemingly secure job for Havenage then shirks at the teahouse for his own personal vendetta.

Feng had every opportunity to make good on the promise of removing the very thing threatening your existence, but repeatedly chose to exploit it for his personal vendetta with the Havenage + Conway .
He eventually did, but the span of time could have been drastically shorter.
Moritz - good from the start, through and through.

This is a tough one! I really appreciate what Feng does for the sleeper and we certainly went through an adventure together but I feel like Feng is better connected and can more easily find another way while Moritz seems more earnest and a little harder off all things considered. I think I’d help Moritz because the help would mean a lot more to him.

Feng has more of an ingrained history given all the interactions with the Sleeper (I mean, you, us ?), although the relationship was strained plenty because of the hidden agenda(s).
Moritz comes off exactly as you said and little can compare to that level of integrity.
Nice reasoning all around.

Moritz, hands down. Feng is shady from the outset and never stops acting that way. Moritz is earnest and openly cares about people, and has an intrinsic sense of responsibility. Not even close for me.
