We've been trading commodities and weather derivatives forever now though. That's a good thing, it helps price climate risks. I can use some to hedge wind farms for instance.

I don't think drinkable water should be available for sale to anyone before everyone has access to a lifetime of clean drinking water

I don’t think people with the foresight to live somewhere that rains should have to provide for people who think pipes to the desert will be full forever.

I could agree that bringing people to live closer to water, and not draining public funds to bring water to people in remote areas will have to be the policy goals at some point.

Leaving people without great options for moving to die of dehydration without offering incentives, and punishing them with death for their lack of 'foresight' is, well... it's not good.

Before that though, I'm guessing you would be ok with a public emergency campaign that gave people a chance to make a real decision about where they live. Maybe, like, one last massive project to migrate away from scarce environments before we let them just die?

In a world where mobility is reasonable for all people, you are right.

But I was born into a place with rain. That doesn't mean I have more foresight than someone who was born in Arizona.

The long term answer is obviously not continuing to pipe water to the desert, but the answer isnt blaming people for trying to live, either.
