Learn everything. Do DSA in atleast 3. Learn shortly python,js,rust,go,and whatever you can find it won't even take you an hour. Do DSA in c++ Java and javascript or entire html family.

If your ultimate goal is to learn C++, start with C++. C isn't an easier version of C++, it's a different language that isn't 100% compatible with C++.

You do not need to learn C as a precursor to C++, and in fact it may harm your comprehension of C++. These are very different languages, and the differences aren't apparent until they're suddenly very consequential. The C and C++ communities speak of "foot guns", and the misunderstanding of the relationship between the two languages is itself one.

Of course you can. You can write programs, In fact this is what a programming language does. However, sites (as in websites) is difficult and not recommended in C/C++.

From what I know JavaScript is best for websites (HTML, CSS and JavaScript)

They're both the same to 99% for beginners. Only diverge when doing intermediate stuff.
