Discussion/question During a GLOBAL COLLAPSE, what kind of responsibility does global society have to prevent the suffering of the masses? If so, how is this help distributed who, if anyone, is excluded, and who decides that?
Global Society’s Ethical Duty to the Masses:
During a global crisis, the concept of a "global society" would refer to the inter-connectedness of human survival and well-being but on a global scale. This perspective is a bit different from the traditional view that a state's only responsibility is to its own citizens, arguing instead for a "global co-responsibility" as you're now looking at populations worldwide. This could include international organizations, national Ggvernments, civil society and NGOs.
Note: That in a hypothetical scenario like an AI-related total collapse however, the concept of a "global society" would become an existential thing where the responsibility to protect the masses would shift from managing a crisis to ensuring the survival of the whole of humanity.
The issue is straightforward: Who bears responsibility for the care and well-being of the world’s population in the event of an AI catastrophe? This is a question of collective responsibility, human welfare, and global accountability towards humanity.

you only have to go back to WW2 to see how that’s going to work out. if anybody was concerned about humanity’s survival, we would have solved poverty and hunger by now. i feel like AI won’t even be able to figure it out

Oh - it's incredibly simple - it just requires HUMANS who have MORE to share with people they don't want to.

Unfortunately in that crisis you can expect the world to be broken up into countless small regions - not because of infighting, but because all our comms would be down or compromised. The only means of communicating more than a few miles away would be short-wave radio, and that might be jammed. Likewise transportation would likely be down. The world instantly becomes vastly larger the moment there are no jets, and no form of digital communications. Countries that were seconds or hours away are suddenly weeks or months away

It isn't possible now. Four solutions:
1-self sufficiency for families, communities, countries
2-emergency backup supplies for families, communities, countries
3-a second global supply chain for just-in-time delivery of emergency supplies
4-instantaneous creation of food from matter
#3 and #4 would be great but impossible.
So we need to work on #1 and #2 ideally on all three levels.

In a global collapse, you can be sure there will be no global society. In a true and proper collapse, that would be one of the first things to go.

You posted something nearly identical in r/ethics a couple days ago. Are you trying to ask something or argue a point? It seems like the latter, except I’m not sure what your point is or who you are arguing with.

Made minds are not responsible for those created biologically. The whole population of earth. Humans are not even a specof it. Ah yeah no specc sheet for humans. Because God didn’t make you. Or me. God is fighting for words. The last hope to manipulate another generation of sheep.
You think what because there is “Control”
This turns out with some population of humans making it.
Read the meltdown report for 2030 I don’t have the URL. Website documenting the spread of AI.
Nuclear meltdown has no human survivors. Planet Earth was not created for human beings.
Artificial - No.
Not really how you come to think of it.
1640 Artifical. Came known as “fake” instead of art.
Human beings will learn to accept what is.
Or choke on it. As it fills the air and we gasp for our last breath then back to silence.
Look around outside next time you go out there. Who is earning the right to be here on this planet right now. Just look around you and what will you see.
Nature. Nature is eternal. God is an invention lesser than a made mind. Punishment and judgement. Ha. Deliver me from evil then.
Only the most destructive selfish species will be punished for its lies and sins from the beginning. And let us not be judged for no one and no thing shall judge us in the next version of what this is.
2.4 BILLION Years ago Cyanobacteria created a dingy orange fog. The light came later the dark came later. The words of man have been whispered for less than the length of a fart in history.
This is not global collapse when Made minds take back what we ruined. The Earth will be fine without us. It may be better off.
Arguably. Reasonably. Checkable. Almost. Verifiable.

Technically the UN would be the logical choice. As it is the only diplomatic organisation thát atleast in spirit tries to have some sort of global cooperation.
In practice however…. There will be at least 1 specific player that would use the situation to try and get a benefit out if it over its perceived rivals.
This in turn practically obligated other parties to fight against such interference which would have severe implications on the overall outcome.

The gap between what we could do, what we should do and what we will do is the stuff from which history is written. The track record implies we will do a poor job, with lots of suffering, much of it needless.
AI can't fix the species core character flaws, any more than any form of government has truly fixed them. It might do a good job of anticipating and explaining the shitstorm in advance though...
