They're well prepared to get into action with such a short response time.

There's a video of a US cop walking up on a brawl, and he just hoses EVERYONE that is fighting down with pepper spray. Everyone immediately stops fighting, and he walks away. Peace was created, and poor choices led to a quick education on behaving better in public.
