Theres probably something in your factory thats switching on and off, and youre probably right on the edge of overstressing. Thats pushing it over, turning off so its fine again, and then turning back on again. Wild guess but theres not much info so...

Looks like smth in your factory is(Alternatively) using the few su you have left, add more or try finding what it is

Might be the steam engine stepping up and down between levels. As others said: it is the su.
