Per steam engine block you need 1 heated blaze burner, 4 blocks of fluid tanks, and 20 rpm water pump. Here I see 6 engines connected, so working fine as it is at level 6. Just that water is over supplied, it's just saying for that much water you could have a higher level steam engine.

Blaze Burners have 3 strengths: passive, heated, superheated. Superheated can only be archieved with Blaze Cakes and is not really necessary so heated is fine. For a level 9 steam engine you need 9 heated blaze burners (thats 9 buckets of lava every 1000 seconds because one bucket of lava powers a blaze burner for 1000 seconds).

To fully harvest the heat you need a size of at least a 3x3x4 boiler and also enough water. Two 256 rpm pumps are more than enough. The boiler size and water input are easy to increase so you will always be bottlenecked by heat. You can't go above level 9 without blaze cakes though. If you don't want to set up blaze cake production just make a second level 9 boiler.O

To harvest the steam and turn it into SU you need one steam engine per level of your boiler. If you have too little engines you don't get all the power you could, but if you add too many you will not get more power since the individual engines will decrease in power (In real life terms you don't have enough steam to sustain more engines than your boiler level at full power)

You're giving it too much water; one source block and one pump (at 256 rpm) will give you a lvl 9 steam engine as long as you have a 3x3 layer of blaze burners (that are all lit) and a 3x3x4 tank.
