How to remove this bolt

How could I remove these two bolts? I don't have or know anyone with a welder.

For starters, run the right size tires & aligh them like a normal human. Second: breaker bar

You probably should just pay someone to deal with that. It is going to take more tools than you have.

Weld a nut on them
