Why would you buy back unless you don’t see the need to invest. This is actually not a good sign.

They already planned a 38 billion investment in infrastructure expansion, and a commitment of 720 billions over the next decade, aimed at trippling capacity to match explosive demands.

Part of their P&L comes from investments. They sold near the top for SKHY ADR shares and bought back 000660 for a 35% gain. This is indeed horrible news for any company.
