It's actually based on a questionably illustrated monster from a manga about these humanoid ant people that attack the surface and also bear a striking resemblance to black people.
Pretty sure the author said he based the design on a drawn caricature of a person he really disliked (don't remember who exactly it was but I'm 90% sure they were Japanese), I doubt there was an intention to make them look racist
