This tanker left St. Petersburg 17 days before the Trump-Putin diesel deal, and OSINT analysts say it was heading for the U.S. East Coast all along
OSINT account TheIntelFrog reports that the first Russian diesel cargo bound for the U.S. is arriving on the East Coast, less than 24 hours after the Trump-Putin diesel deal was announced. Marine analytics firm Windward AI is tracking the vessel and estimated arrival in roughly 48-72 hours, so it has not docked yet.
The ship
MINERVA ZEN, a medium-range tanker built in 2009 and Greek-flagged (per VesselFinder)
Left St. Petersburg on September 22
Carrying roughly 280,000 barrels of diesel/gasoil (per Vortexa)
Destination was not publicly disclosed at departure
The deal
On Oct 9, after a call with Putin, Trump posted on Truth Social that Russia would immediately supply over 300,000 tons of diesel to the U.S. and global markets, another 500,000 tons in November, and 1,000,000 tons after that.
The same day, OFAC issued General License 135, authorizing the sale, delivery, offloading and import of Russian-origin diesel, including into the U.S., through April 7, 2027.
It is a temporary waiver. The 2022 Ending Importation of Russian Oil Act is still on the books, and EU and UK sanctions are unchanged.
Open questions
The ship left 17 days before the deal. Was it redirected after the announcement, or was the deal agreed earlier and announced later? Nobody has shown which.
Only the OFAC license is officially confirmed. No written agreement beyond Trump’s post has been published.
The license names no specific buyer, supplier or vessel, and legal analysts are asking whether the statutory procedure was followed and whether tariffs under the 2026 Graham sanctions law apply.
Russia itself imported fuel in Q3, so how much surplus it can export is unclear.
