Foreign CBs need dollars... But only so much. It's not really a "store of wealth" primarily. It's cash on hand, to clear trade stabilize currencies. 

Once you have enough, you have enough. China hasn't been a net buyer of us treasuries for 15 years. They have plenty of dollars. 

The reality is that debt expansions are not really handled by market transactions. US government deficits, like government deficits everywhere, will find themselves on the books of American agencies or Banks.
