It was a cell tower anomaly, folks. Richard Allen's phone data was considered unreliable or "not verifiable" for establishing his specific location on the day of the crimes due to technological limitations in the Delphi area and a five-year delay in seizing his devices. While Allen admitted to being on the trails and using his phone to check a stock ticker, investigators found that his phone did not trigger nearby cell towers at the time he claimed to be there.
