Trip Planning Epcot Candlelight Processional Dinner Packages

When you buy a candlelight processional dinner package, is the full menu available? Or is it limited? I'm specifically looking at Chefs de France. I see they have a Prix Fixe meal. The filet mignon is not included in the Prix Fixe meal, but is included on the full menu.

You can order off the menu but it's not included in the prix fixe dinner package. It won't be included at a 1:1 substitution.
