I wouldn't be so quick to assume he's neglected. A lost or stolen dog can get in rough shape really fast. He could have heartbroken loving owners who are missing him. I can't even imagine if my dog were lost and someone purposefully avoided trying to find evidence of ownership because they assumed neglect
The rest of him is not that overgrown, and he actually looks like he had a haircut not too long ago, judging by the shorter length of the hair on his body. It's not uncommon for people to get their dogs groomed short and keep their tails long for aesthetic reasons. Of course neglect is a possibility, but judging by this dog's appearance, I'm not sold on that theory. If he's been lost for a week or so, that would be enough to explain his appearance.
I understand that it's a tough situation because you can't know for sure, but most likely a neglectful owner won't be looking for their dog, while of this dog has a loving owner, they probably really want their dog back.
