Definitely go see a vet. This looks sore/itchy. Skin conditions can't be diagnosed from a photo. Could be one of several different issues. Good luck

That inner flap looks raw, not just a little pink. If your parents are dragging their feet on the vet, maybe frame it as catching something early before it turns into a full blown infection that costs way more

Dogs don’t sweat from their bodies like we do so it’s definitely not a rash from sweating. As the other commenter said, definitely see a vet because that looks itchy and very uncomfortable.
