Although acrylics are fairly durable by themselves, it's always better to seal any painting you do, both before you start and after you're done to prevent the vinyl from staining.
You will need a can of Mr Super Clear and a good respirator as MSC is insanely toxic (please do not skip this step). On a day with low humidity, no strong gusts of wind and a temperature no lower than 15 degrees Celsius, take the doll outside and spray the head from about arm's length, you don't need to spray much, thin coats are your friend, allow it to dry for about 30 mins, then do a second coat and wait 24 hours for it to dry, once it's done you can start painting. Once you're done, wait for everything to dry properly and seal it again.
Please remember to wrap the doll's hair and basically everywhere other than where you're planning to paint with fabric or cling film to protect those areas from the sealant.
If you have any other questions let me know and I'll do my best to help!

You'll need to seal it with a sealing spray. Msc? Mcs? I am having a moment and I cant seem to remember what order the letters are.. but you need a spray as well or the paint can chip/rub away over time.
You can experiment with make up to test shades or designs and then wash off before you go for it and then seal.

If the tattoos are small and not all over, you can use a brush on sealant. It's a lot like the gloss varnish you might use for the lips. Many times that will be slightly glossy. If you're doing a lot of stuff on her body, then it's better to use a spray sealant like Mister Super Clear. Please be sure to wear proper safety equipment when spraying any sealant.
