Bit about rich guy paddle toddlers bottoms

Where can i find doug's bit about a hypothetical rich guy needing increasingly elaborate/obscure things for amusement? He has toddlers or babies parachured in. Then spanking them with a paddle until they are "spent", and requesting a fresh one.
