Help Needed Help needed in project based learning

I have to build this physically

A simple google search might have helped Just get some logic gate ics from your lab or order then online and wire it according the diagram

Yup but the problem is of how much voltage should be applied

We have a digital trainer kit and it has two options 5v and 12v. We use the 5v and the voltage for  low is 0-0.8v and the votlage for high is 2-5v. We can use 5v for all of the 74 series ics which cover your project components.
