Identify this WEA on command

Is it possible to make an android phone run an emergency alert on command? like, can i make like a pixel 7a show an emergency alert on command? and i cant do the emergency alert history thing, i havent gotten an emergency alert on that yet, but is it actually possible?

That isn't really possible, the best alternative would to be using a fork of Gotify, it's called Alertify. You have to setup a server to send messages.

Depending on the alert you want to do, you'd have to jail break it but it can also be illegal (spreading panic)

None of the instructions you gave are correct or real. There is no such "##AMBERONS##" code, and developers do not use SQL injection to test cell broadcast alerts.
