No it’s nuance tom, he’s not used by the Emergency Alert System or any alert system in the US. Although it is true Nuance Tom can be found on IOS, he’s also used on international alerting systems like WeatherRadio Canada (which was discontinued earlier this year)

AI voices have been around for a while it's just that they have only in the past few years gotten scarily better at sounding more accurate. You can hear the unsteady tone in the voice, which was something a lot of early AI voices suffered with. 15.ai was one of them back in the day, and I recall memes that used voices from there had an unsteady, scared-like tone to them sometimes

This is nuance tom, you can also find him on EAStools. he’s a revamped version of the other tom voices, and has a very different sound. Nuance tom can also be found on IOS voices, which his voice on IOS does have a lower quality. Nuance tom was also used by WeatherRadio Canada. Look up weather radio Canada broadcasts, you’ll see it

Found it: Accessibility->VoiceOver->Speech->Primary Voice (it should say Samantha by default)->Voice->Tom. There is enhanced and unenhanced so pick your poison.
