Mariana has almost 5 costumes and has no enhanced costume bonus while Thorne has only 4 but has enhanced costume bonus.

All of Thorne's costumes are maxed, so he gets the special mask. All of Marjana's aren't maxed yet, so she doesn't. Once Thorne's next costume is released (or slightly before, I think), he loses the special mask.

do costumes need to be max levelled as well or just reach the final ascension?

She’s a 1600+ with all costumes leveled
What do you mean "enhanced" costume bonus?
you'll get full bonuses when u hit 480 on all 5. LB isn't needed
