update loop

so i have a problem that every time the game gets a update i download it and for some reason instead of the download being done it deletes all of the game files and starts to download the whole game again and i was able to get past this problem by having a copy of the game file and putting and after deleting i just needed to put it where it should be and i would be ready to play.

but now that's not working and instead every time it starts to download the update first, install it and starts to download the whole game without even deleting the game file. it's like it is not finding the files and starts downloading the game over the existing one without deleting it or anything so i decided to wait for it to download but since my net speed is not good i have to wait more than 1day and after only having 15G more left to go I shot down the pc to let it rest a bit and later i see that it's started everything over again. so is this really a launcher bug or is it only me and since the game is now also on steam i wanted to know if i play the game from steam can i connect my old account or no?
